Strictly speaking you only need the dependencies of the programs you
want to hack on.

The hack you need is to download the module sets from
http://ftp.gnome.org/pub/GNOME/teams/releng/3.7.4/ ;-)

https://live.gnome.org/ReleasePlanning/MakingARelease to get an idea how
the release team does it.
