Hm... but if you're trying to scrub the mouse across the tray in a
menubar-like fashion, it would have to just skip over the old-style
trayicons I guess?
Anyway, we want a menubar-like tray for GNOME Shell too
(https://bugzilla.gnome.org/show_bug.cgi?id=584651), and the new spec
seems like a good plan.
