That's the problem, that I've encountered too. Balsa doesn't always see  
new mailboxes, that appeared. Though I didn't gather enough information  
to report it (it even could be false, I'm not sure).

Anyway there's workaround: create a mailbox in Balsa, copy messages in  
mutt, and either close-reopen or Deliver Mail.

PS. suffixes like *.eml wouldn't help
