I believe that forwarding attached is designed to handle the  
attached message much like attaching a file: no quoting or other  
changes.

I was thinking of the case where someone sends you a spreadsheet  
or (ugh!) a M$Word document as an attachment--you wouldn't want  
to have it inline.
