IMHO, a MUA is something completely different than a file manager from the 
average user's point of view. For the file manager, it makes sense to 
always copy to an other media (IIRC it was Apple's MacOS finder which 
introduced it long ago, which you might take as an indication that it's a 
good idea ;-)).

But *no* user apart from some experts even distinguishes IMAP and local 
boxes. So moving will be the expected behaviour, and I would opt for 
implementing it that way and for removing the pref. There could be an 
additional "Copy to..." item in the index popup in case anyone should 
really need it.
