According to the process on the Travel Wiki, the form should be signed
and submitted before the person receives money:

  http://live.gnome.org/Travel

Exceptions can perhaps be made if there is a need, but you should get
approval from the GNOME Foundation if you plan to deviate from the
normal process, I'd think.
