This is wrong, it's _very_ relevant to Cygwin builds (cygwin uses
.dll's).
Cygwin users should (IMO) download the source for libxml from cygwin's
setup.exe which includes a patched libtool that builds correctly, OOTB.

This diff frees Cygwin and other non-MS compiles under Windows from
the
burden of LIBXML_DLL_IMPORT macro. It is irrelevant to Unix builds.
