split vala into vala-core and vala-bindings.

or just like gstreamer,
gstreamer project has gstreamer , gst-plugin-base, gst-plugin-good, 
gst-plugin-bad.

vala can also have vala-core, vala-binding-base, vala-binding-experimental.
