OK. No mixing problem with the curses.vala, but the gapi2xml.pl and
gapi_pp.pl -- they are required by gidlgen to function, right?

gidlgen is just a shell script calling the two perl scripts, yes.

I might then split the -devel subpackage into two. The header files
are needed for rebuilding valac, so they can go in -devel, and the
*gen tools can go in -tools. Do they depend on the header files as
well?

gidlgen and the two perl scripts don't depend on libvala or its header
files. vapigen depends on libvala but not on any other part.
