I need to do an update to my Vala package, and here the confusion
goes. The Vala website states the license to be LGPL v2.1, but the
headers on most files (I have not checked thoroughly) states "version
2 of the License, or (at your option) any later version"

Vala is licensed under the LGPLv2.1 or later. The license headers
referred to the GNU Lesser General Public License, version 2, however
the first version of the GNU Lesser General Public License was 2.1. I've
updated the website and the license headers in the source files to
clarify the license.

Please note that gapi2xml.pl and gapi_pp.pl in the vapigen/gidlgen
subdirectory are licensed under the GPLv2, however they don't affect the
license of the Vala compiler. curses.vala in the vapi subdirectory is
licensed unter the 2-clause BSD license.
