It depends.  You see I am thinking of applications which dump their
keybindigs to a runtime configuration (rc) file, often an "accels" file.
These can be edited with a text editor to create a custom set of
keybindings and you can quite easily create your own custom set of
keybindings and drop them in to replace the defaults.  I am uncertian if
this is possible for the desktop wide keybindings.

Having both the standard and the Super keys shortcuts working at the same
time adds another layer of complications and I'm even less sure if we can
have it both ways.
