Ok, thanks. Running dbus-launch, exporting session vars enables me to
get  tracker running!

    #tracker-status
    Store:
       â     Journal replay        - Idle

    Miners:
       â     File System           - Idle
       â     Applications          - Idle



But now I'm back to how to configure it without gsettings?

What version are you using? Earlier versions still use GKeyFile (i.e INI based files in ~/.config/tracker/).

There is some detail about this on the live.gnome.org pages:

and the "service side" part of this page details settings briefly:

  https://live.gnome.org/Tracker/Documentation/Debugging

If you can't use gsettings because it's not available, you can use the environment variable:

  TRACKER_USE_CONFIG_FILES

It just needs to exist. You can find out more information about this with:

  man tracker-store
  man tracker-miner-fs
  man tracker-extract
  ...
