we default to home dir if no watches set - this has been the behaviour
since the beginning so not sure if I want to change it
Sure, but the 'basic' default is hardcoded in tracker, i.e. to add
$HOME to watched directory roots if no config file is found and t-p
has that option checked by default too - so this is safe for 'new'
users anyway.
