I'm not sure I understand what you're getting at.
As opposed to re-using the current search display, you want a two-pane
view,
where the left side is a list of tags and the right side is a list of
files (similar to layout #2). Are you imaging the tag list be a
multi-select treeview, with the file list showing all the files that
match all the tags that are selected?

I guess the part I'm confused on, is why do you want a seperate
window, that will have practically the same functionality (next/prev
buttons, file summaries, etc..).?
it wont - it serves a different purpose.
This window is more a browser than search interface (aka metadata
associative browser)
As well as tags, it will associate for example email senders and
subjects so that related items cab be browsed for (EG show me all emails
that were sent by foo). Hyperlinks will be used for all associative
elements.
This could be extended to include music as well so an artist would be
displayed as a hyperlink in the search interface which when click would
bring up the browser showing all other items with the same artist etc.
The iconview and bottom panel should be widgetised or at least coded
into seperate routines so they can be reused on this form.
the browser may as well be tabbed like web browsers so that each click
of a tag opens a new tab in the browser.
