Putting on my UI hat for a bit... options are our friends. Generally
speaking, it isn't our job to force decisions down the throats of users-
it is things like this that we have preferences menus for.

That said... capplets are complicated, and expecting them to be written
to function sanely both independently and embedded may be too much. That
decision is beyond the scope of my knowledge. I do know, though, that if
it is possible it is the type of decision users should have and we
should not be making for them.
