Why not?
because only a small percentage of users will want to change it.
Sawfish had been around for almost five years without this being asked
for..
Also, x-cycle shouldn't contain any code to query the pointer,

ordering I've made.
It also doesn't make sense in click-to-focus mode, which the majority
of people are using (since it's the default)
Probably the easiest way to get the behaviour you want is to copy the
necessary code from x-cycle.jl and create a new module implementing
your preferred window cycling command. Trying to fit it into the
current module seems like a lot of work just to avoid copying 200 lines
of code,
