/usr/local is default for every software package using autotools. If you
want to install it somewhere else, you need to pass --prefix=/usr
--sysconfdir=/etc to ./configure. This is usually not recommended. You
can run rygel from the source directory without installing it by running
configure with --enable-uninstalled.
