Isn't this more of a feature for Totem? While Rhythmbox is an app based
on a (large) library, Totem is best suited for single-file operations
like this. Or am I wrong?

This exists already. If you set the correct properties, Rhythmbox will
transcode transparently when transfering to an external device.
