That command changes a Gnome option, not a Rhythmbox one. More
specifically, keyboard shortcuts for menu items in Gnome applications
can be edited, but that option must first be turned on, which is
probably to prevent accidental changes to default shortcuts.
The Gnome option for editable menus can also be changed in Gnome in
System > Preferences > Appearance > Interface (Menus & Toolbars or so
under Preferences in older versions of Gnome). It's often easier to give
instructions for commands that can be copy-pasted to a console than to
be specific enough with instructions regarding menu interfaces, although
personally I tend to prefer the latter way of guidance anyway. In any
case, no console commands are needed here.
Once the option is on, shortcuts for menu items can be changed, as
Christian wrote, by hovering the mouse over the menu item and pressing
the key combination you want as the shortcut for that item.
This is in no way Rhythmbox-specific. What is specific to Rhythmbox is
that it could perhaps have a shortcut for the enqueue action by default,
but this is the standard Gnome way of assigning shortcuts to menu items
that don't have them by default.
