Does such a feature already exist in RB or as a plugin? If not and I

I'm pretty sure not in core, and I don't think it's as a plugin either. Probably your best bet would be to search the mailing list archives and/or Gnome's bugzilla.
Having it as a plugin would be awesome (it'd work, right?), but I kinda think the lack of external playlist (i.e. nothing shows up in my filesystem when I create a playlist) to be a bit of a bug IMO. So my wish would be to see that kind of thing added to core so I could use it when I fire up Banshee or sync to my portable player too. But who am I anyway. :P
