I've finished this and regenerated the news for 2.91.92.

$ ftpadmin simple-news 2.91.91 2.91.92
WARNING: Running in DEBUG MODE!
Generating news file(s):
 - /ftp/pub/GNOME/core/2.91/2.91.92/NEWS saved
 - /ftp/pub/GNOME/apps/2.91/2.91.92/NEWS saved


I've added some simple error checks. It refuses to do anything when 
it detects one or more existing NEWS files

$ ftpadmin simple-news 2.91.91 2.91.92
WARNING: Running in DEBUG MODE!
ERROR: /ftp/pub/GNOME/core/2.91/2.91.92/NEWS already exists for core 2.91.92
ERROR: /ftp/pub/GNOME/apps/2.91/2.91.92/NEWS already exists for apps 2.91.92


New NEWS file links:
