I've wondered about this in the past. I don't think we can continue with
hard code freeze (we couldn't have time to approve all requests). But we
could make maintainers more aware of this.
I've been told that e-d-s changed its soname during 2.16.x. It feels
to me like something that shouldn't happen on a stable branch, for
example.
