Hello,Jean Philippe has brought this up about a month ago or so and it turned to be partially orca issue and partially thunderbird one. The orca fix related to the popup menu presentation is now in both master and gnome 43 release of orca. When the New address book button has focus, press alt+down arrow to popup a menu. Menu is shown but no entry has the focus. Press down arrow key to land on the first item saying New address book - this one adds local address book. Press down arrow second time to land on the Add carddav address book and activate by pressing the enter key. I am using thunderbird in slovak, so I've roughly translated names of the buttons back to english. Hopefully you can identify them. This is how this part of thunderbird is working for me although I am using Daily version of Thunderbird currently at version 106.
