Besides the fact that I think most users, even good typists like it on, it 
needs to always be on by default to assist the lowest common denominator, 
that is, the new computer users.
We have to expect to have to turn off some things that we don't want or 
need.
For example, with every install, the first thing I do is to go into Orca 
settings and go to keyboard, and turn off action keys and modifier keys, as 
I don't like hearing shift key or control  when I press them, they are a big 
distraction, if I would recommend anything being turned off by default, it 
would be those keys.
I think Jaws has modifier and navigation keys off by default.

It is great key echo is turned on by default in my job doing fresh
installations on different hardware. Please, keep it this way!
