When the Jenux download site is up, you can use it to install arch linux in several different flavors as well as some android flavors. The android isn't the most up-to-date but the disk can install to a raspberry pi for those who have them too. I think another iso may be on its way which is why the jenux site went down this morning. When those installs work jenux provides talking systems. Android uses talkback for the screen reader. It can install kde, but I don't think that can talk yet.

Unless there's been a major change, the Fedora installer is accessible, though it may take a little fiddling.  Have you considered Debian, Arch, or Slint?  Debian's text installer is fully accessible, as is the resulting system, if installed with the accessibility enabled.  Arch has no installer, per-se, but the process is fully accessible with braille and/or tts.  Slint has a fully-accessible, text-based installer, and includes many accessibility tools.
