If you set a computer to, say, boot from USB as the first option, and then unplug that USB stick, it goes to 
the bottom of the list again. This has been the case for every computer I've had.

Wait, do some systems rebreak the boot order or something? Because
fixing the boot order has always been a once and done affair on my
machines.
