I've heard rumors that installing Chromium via apt installs the
snap in the background, at least in 20.04. Not sure if those are
accurate, but if the snap can't be made accessible due to
sandboxing, then maybe it's time to give Ubuntu its final
`shutdown now`.

Installing from Ubuntu software centre. you installed the snap version. I think you have to uninstall from Ubuntu software centre. and install within the terminal.

I am using Orca 3.36.2 on Ubuntu-mate 20.04.
Once you are done with installing the browser and correct version of Orca then on the terminal use this command.
