It looks like even clearing the cache on the Chrome window is not sufficient for it to have the active state. And we're not initially getting any window:activate event from Chrome. In addition, my clearing the cache doesn't appear to be making any difference. Though just to be absolutely sure, I just added another debugging line to confirm. So as much as I hate to ask this, mind pulling Orca master again and generating a new file?
That said, it looks like we do get these events after you Alt+Tab out and back into Chrome. So the question is: Why are the events as well as the expected active state missing?
I'll set up MATE on my laptop to see if that makes it possible for me to reproduce the problem. Is there any chance that you can try this in gnome-shell?
