Ah, understood. Apologies for not getting that before. When you use the activate button, Orca hopes that the default action is the right one and invokes it. Apparently in this particular case it is.

Note that Orca does not override what happens when you press Tab or when you press Enter. The idea is that the web page author and the browser know far better than Orca what those keys should do.
