[orca-list] a page where the enter key does not activate a link

Hi all.

To reproduce try the following steps:

1. Using firefox go to https://code.visualstudio.com/insiders/.

2. After the page is loaded press ctrl+home and press t until you find 
the following table:

3. Press tab and then press enter.


Nothing happens despite the focus being on a link.
