To activate the link, I display the list of links using alt + shift + k, select the link using the arrows, press tab until I find the option activate and press the enter key.

Note that Orca does not override what happens when you press Tab or when you press Enter. The idea is that the web page author and the browser know far better than Orca what those keys should do.
