Ok, so this is a Chromium bug that we need them to fix. In the meantime,
I am trying to work around this in Orca master. Could you please retest
and see if the issue is gone for you?

I wasn't seeing the problem before because I was using my
locally-built chromium without sync. But when I used the dev channel
with sync, it had my previous searches and that is what generated
the popup entries.
