The crackly sound early on is due to the sound card drivers being initialized. Its not even a Linux problem. Its common for the music Windows plays at startup to be crackly too. If you are getting crackly noises when you are playing regular sound files,
then its not an orca or speech dispatcher problem.
A few theories:
1. The driver is not getting the cpu cycles it needs. Is your system sluggish? Have you checked the load?
2. A bug in the driver was introduced during the upgrade.
3. Defective sound card. The fact that the problem started after an upgrade could be a coincidence.
My suggestion is that you try a different sound card if possible. I'm typing this message on a machine with the sound card on the mobo disabled. Something got fried on it so I had to add a 2nd sound card.
Another thing you could do is to get some USB speakers.

I see exactly what Nick is describing below on my Ubuntu 16.04 system. I tried a configuration change someone suggested, but that caused worse problems, so I undid that change. Just as with Nick, since it clears up after half a minute or so, it
