Thanks Nick and Christopher for the quick responses.
I get the super crackly speech Nick and Christopher describe on Ubuntu Mate 19.04 but not under Ubuntu Mate 19.10. It does settle down after 20 to 30 seconds. This isn’t the issue I’m seeing. I’m getting persistent crackles in my audio (both speech and system audio) after speech dispatcher starts. They aren’t nearly as crackly as what nick and Christopher describe but still really annoying. Any ideas?

I see exactly what Nick is describing below on my Ubuntu 16.04 system. I tried a configuration change someone suggested, but that caused worse problems, so I undid that change. Does yours improve after a short time or does it remain crackly?
I think the last time I raised it, Luke said it was something to do with the way in which Speech Dispatcher and PulseAudio communicate.
