[orca-list] names of special characters

Can somebody explain to me why orca sometimes calls a hash or number 
character a hash and sometimes calls it a number character? The same 
thing happens with almost all non-alphanumeric characters. Sometimes an 
ampersand is called an ampersand and sometimes it is called an and 
character.

I don't call this a bug. But I'd like to poke around and see if I can 
make it more consistent for myself. I was hoping somebody could give me 
some pointers on how to get started.
