Orca 3.34 works in GNOME 3.34, somebody correct me if I am wrong. Another option is to work with Orca master.

The name of the speech-dispatcher package should be speech-dispatcher.
Version at least 9.0, preferably 9.1

This command:
speech-dispatcher -v
should display its version.

In my opinion you would make your life easier
installing Debian 10.3 with Mate, or Slint.

Did you actually install the voices, and then using which commands?

For festival you need to also install the server, else try flite.

Which versions of speech-dispatcher and orca are you using?
