Hello,
I think it makes a difference whether the spacebar is pressed to expand the combo boxes first.
If you do that, then Orca doesn't read the other item. However, if space is not pressed, then Orca does read
the value of the other combo box.
Does that make sense? At least, this is what I've observed using Orca on my machines.

1. Display the preferences page dialog.
2. Change to the voice page tab.
3. Press tab key until you find the person combo box.
4. Change the value of the combo box and immediately return to the original value.
5.Press shif + tab to go to combo box language.

Expected: Orca should announce the new value of the language combo.
Actual: Orca announces the value of the person combo and the language combo.
The same is true for the speech synthesizer combo box and the voice type combo box.
