Yeah this makes sense that Orca would need to be running first before another application is launched. I do similar with JAWS testing on Windows (although possibly this is no longer needed) as Firefox would adjust some internal parameters if it could tell JAWS was running already (and of course the users you are emulating would be running the screen reader first).
You won't need to continually reboot Firefox in future testing; instead, maybe set Orca to auto-start at login and then you'll always be launching Firefox afterwards.
