Hello Joanie and all,

Thanks a lot for the work Igalia is doing into Chromium :).

Just to let you know a really annoying scenario for screen magnifier 
users with Google Chrome right now:
1) Open Google Chrome Unstable (here 74.0.3729.22-1 version), I assume 
a11y is disabled by default
2) Open this page: https://en.wikipedia.org/wiki/Orca_(assistive_technology)
3) Zoom in or out with mouse, here with windows + scroll wheel

Result:
The page is scrolled

Expected result:
The page shouldn't be scrolled
