Hello,
We do have custom settings meaning that you can save your current orca
settings including all the formatting options as settings profile.
Then there is also an unbound key binding for switching settings profiles.
So if I am understanding correctly what you are looking for then you
should create two profiles one called default for example with all the
settings you are currently using when browsing the web and the other
profile perhaps named web development or such where you will turn on all
the formatting related options you need as an addition to your defaults
you are using while reading the web. If you have saved these two
settings profiles you can then bind a key to switch them quickly.

instance, when I am creating a web layout, I wish to hear things such
as font, size, color, weight, positioning, size (already implemented),
shadow, borders, etc. However, when just browsing the web, it is
nearly impossible to go into orca preferences and disable everything
except basic formatting information. It would be a huge benefit if
orca could perform this task since it will make web design much
easier. We should have the ability to create custom formatting
profiles and switch between each one on the fly. By the way, the
size/location feature works wonders and is accurate. This has
minimized the need to have sighted people check the gross layout of
elements :)!
