[orca-list] a system problem

I seem to be having a system problem after loggin where I get a message 
about a system problem. Going into the details with the button I managed 
to find, it does look like it is to do with speech as I suspected it 
might be, refering to speech-dispatcher.

I don't know if the report button works for reporting this error.

I am not sure if this is possibly affecting things like sscheduled backups.

I am running the latest Ubuntu Mate.
