Capslock isn't a special key in speakup unless you change default key to
capslock. Now on laptops speakup does have capslock set as a special
key but on desktops which I use it's the insert keys.

hmm from what I know, speakup uses the capslock as a special key, so you
normally need shift+caps to toggle it, so not a kernel bug

I was running in espeakup. In espeakup if you push the capslock key and
then start typing normally you get upper-case characters. To get
lower-case characters you have to hold down the shift key. To turn
capslock off, as I wrote earlier hold down the shift key nd tap capslock
once then release both keys. Saves necessity for a reboot when it
works.
