My reason for writing this is the first time I encountered this problem orca wasn't even on the system I was running. I was running in espeakup. In espeakup if you push the capslock key and then start typing normally you get upper-case characters. To get lower-case characters you have to hold down the shift key. To turn capslock off, as I wrote earlier hold down the shift key nd tap capslock once then release both keys. Saves necessity for a reboot when it works.
