Hi,
It appears fully usable with Orca. However, the layout is least desired.
It is confusing enough that I have no idea how to choose selection
points or access the clips list. Orca says the clips are in a scroll
pane, but I have no idea how to access elements inside the pane.

LiVES has worked for me in the past. You can select sections down to
the starting and ending frame number, and you can either select what
you don't want and delete it, or select what you do want and move it
to a new clip. You can then save the flip encoded to whatever format
