LiVES has worked for me in the past. You can select sections down to the 
starting and ending frame number, and you can either select what you 
don't want and delete it, or select what you do want and move it to a 
new clip. You can then save the flip encoded to whatever format you 
want. LiVES is fully accessible to Orca. Hope it helps.
