Checking this problem further, the standard Gnome interface works as
expected. Only the xorg and wayland display managers are causing problems.

Does it happen in other places than within the activities panel? If
not, it's again a bug in the gnome activities panel, which is not
reporting the proper modifiers for the at-spi key event, and that should
be reported there.
