1. Go into the Gnome 3.28.2 on xorg desktop environment.
2. Either press super, super+A, or press the activities button in the top
bar.
3. Press CAPSLOCK key repeatedly.
Result: Orca always announces "CAPSLOCK ON."
Expected result: Orca announces the correct CAPSLOCK state (On or OFF).
Could you determine whether capslock actually gets locked?
It might again be a gnome-shell issue, which would prevent from the
capslock key from actually working, and thus Orca announces capslock on
because it believes it will get locked, but gnome-shell actually
prevents capslock from getting locked, and then for next keypresses the
same happens over and over.
