[orca-list] Orca incorrectly announces state of CAPSLOCK key in activities window.

When focus is placed on the Gnome 3.28.2 activities window, orca 
incorrectly announces the state of the CAPSLOCK key.

1. Go into the Gnome 3.28.2 on xorg desktop environment.

2. Either press super, super+A, or press the activities button in the 
top bar.

3. Press CAPSLOCK key repeatedly.

Result: Orca always announces "CAPSLOCK ON."

Expected result: Orca announces the correct CAPSLOCK state (On or OFF).
