[orca-list] Orca fails to announce time/date on Gnome 3.28.2 workspace

When on an empty workspace in Gnome 3.28.2 desktop, Orca fails to 
announce the time and date.

1. Go into the Gnome 3.28.2 on xorg desktop environment.

2. Make sure focus is placed on the empty workspace.

3. Press ORCA+T for the time.

Result: Orca is silent.

Expected result: Orca announces the time.

4. While on the empty workspace, press ORCA+T twice quickly

Result: Orca is silent

Expected result: Orca announces the date.
