I don't know if it's easy to find or build this list for all speech
synthesizers, though, and maybe it depends on which voices are
installed.
I could try to do that (a shell script that let the user pick one of
the variants in a list, then patches usersettings.conf accordingly).
Clues to get the list of variants for each speech engines is
welcome, then the script would just "while read" it. Of course
the way to parse the input can depend on the speech synthesizer.
This is assuming that any variant can be used by orca, even if not all
are enabled in the speech dispatcher configuration file. I will check.

I am sorry to insist and feel shameful to request a fix and not being
able to provide one, but that's the situation.
I have nothing against naming the new field in the Voices tab of the
GUI "languages". It could go between the combo boxes labeled
"Speech synthesizer"
and
"Person"
